The Minister of General Education and Instructions in\u00a0Lakes State Nelson\u00a0Makoi Makur,\u00a0 has ordered\u00a0for\u00a0the arrest and detention of two teachers from\u00a0Pacong secondary School\u00a0branded as\u00a0ghost school for withdrawing\u00a0whopping 1.9 million South Sudanese\u00a0Pounds,\u00a0part of capitation grants meant for the free education campaign declared by the president.
Lakes state education authorities said all public\u00a0schools,\u00a0both primary and secondary\u00a0schools,\u00a0have received their capitation grant.
However, the\u00a0state education minister, Nelson\u00a0Makoi Makur\u00a0warned against\u00a0fake\/ ghost\u00a0schools and vowed to continue cleaning fake\u00a0schools \/ teachers\u00a0which are not eligible to receive the school capitation grant.
On 12th\u00a0April,\u00a0the minister went to Rumbek East County for the inspection of three suspended ghost secondary schools,\u00a0Pacong\u00a0secondary School,\u00a0Marial\u00a0Manasseh\u00a0memorial\u00a0secondary School and\u00a0Aduel\u00a0secondary School.
Sadly,\u00a0two teachers of\u00a0Pacong\u00a0secondary school which\u00a0was\u00a0damned not eligible for the free education grant\u00a0withdrew\u00a0a reported whopping 1.9 million SSP which unfortunately took them behind bars after the education\u00a0authority\u00a0crackdown on them.
Minister\u00a0Makoi\u00a0revealed that\u00a0Pacong\u00a0secondary\u00a0with\u00a0is said to be operating within\u00a0Pacong\u00a0primary school with only three learners and no class room withdrew the month without consultation with the ministry of general education and instructions in\u00a0Lakes State.
The 2 teachers arrested on Monday are being detained\u00a0at Rumbek\u00a0Central county Police.
Minister\u00a0Makoi\u00a0told\u00a0No.1 Citizen daily newspaper on Monday that the matter is in the hands of police authorities for investigation.
\u201cThe\u00a0matter is in the hands of\u00a0the\u00a0police and the police will be the one to do their own investigation and when they are done with the\u00a0procedures”\u00a0he said
He termed\u00a0Pacong\u00a0secondary school as just\u00a0projects\u00a0in the\u00a0ministry\u00a0of education in\u00a0Lakes State.
\u201cI\u00a0just\u00a0inherit\u00a0them when they\u00a0existed\u00a0as just a project in the ministry of education.\u00a0So,\u00a0when I came in as a minister, I\u00a0have\u00a0to ascertain and\u00a0assess\u00a0functional schools and\u00a0schools that\u00a0are\u00a0not\u00a0functional” Makoi\u00a0explained.
\u201cThe\u00a0schools were just\u00a0exist (ing) as project\u00a0and then when we really developed this project and built\u00a0class rooms, the school\u00a0will\u00a0be\u00a0opened\u00a0but as a project they are not entitled to receive capitation grants. That’s why I\u00a0said\u00a0before if they received capitation grants from the account. They have to come back to have more\u00a0consultation”\u00a0he added.
Minister\u00a0Makoi\u00a0said they (teachers) should not just go straight to the bank to withdraw money without verification from the education authorities.
\u201cIt\u00a0is very clear because they received the money and they went and spent the money without consultation with\u00a0us\u201d
A civil society activist in\u00a0Lakes\u00a0State,\u00a0Daniel\u00a0Laat\u00a0Kon identified the two teachers who\u00a0are\u00a0arrested in Rumbek Central police custody over the alleged misappropriation of school capitation grants as\u00a0headmaster of\u00a0Pacong\u00a0secondary School, Nelson\u00a0Mabor Aliap\u00a0and his deputy, Abraham\u00a0Mabor\u00a0Maker.
He said the 2 detained teachers are alleged to have misappropriated 1.9 million South Sudanese pounds.
“I went to them in Rumbek Central police custody to find out why they\u00a0have\u00a0been arrested, and they confirmed to us that the reason was due to\u00a0the\u00a0withdrawal of 1.9 million South Sudanese pounds in which they spent 1.4 million to motivate\u00a0teachers ,and\u00a0buy some scholastic materials”, he\u00a0said”.
Activist\u00a0Laat\u00a0said the matter has led the minister of general and instructions in Lakes State Nelson\u00a0Makoi Makur\u00a0to close down three (3) secondary Schools of\u00a0Pacong, Marial Manneseh,\u00a0and\u00a0Aduel\u00a0secondary Schools in Rumbek East County on Monday.
\u201cWe\u00a0are even confused whether the misappropriation of capitation grants is the cause of\u00a0closure of the 3 schools, making them none existing schools or\u00a0it\u00a0is because\u00a0of\u00a0no learning premises and\u00a0enough learners in those three\u00a0schools”\u00a0he said.
He\u00a0appealed\u00a0to the minister of education and instructions to release the two teachers or produce them in the court of law for them to be proven guilty by the court.<\/p>\n","protected":false},"excerpt":{"rendered":"
