The governor of Lakes\u00a0State,\u00a0Rin Tueny\u00a0Mabor has\u00a0launched the State customary law and public order acts, 2022 in Rumbek on Tuesday.
The launch of Lakes State customary law and public order acts was attended by members of\u00a0State transitional legislative assembly, civil society, women, Youth, UNMISS human\u00a0rights\u00a0Representatives, chiefs and government officials as well as members of the organized forces and law enforcement agencies in the State.
Addressing the masses in Rumbek freedom square on Tuesday, Governor Gen. Rin Tueny\u00a0Mabor\u00a0said the customary law and public order acts were discussed by the cabinet and Lakes State transitional legislative assembly before they become laws in the State.
\u201cWe\u00a0have started using them since last year before these laws were passed into\u00a0law. These\u00a0are called Rumbek customary laws which are specifically for\u00a0Lakes\u00a0States,”\u00a0he said.
Governor Tueny said that everything is mentioned in the customary law and public order acts of 2022.
The speaker of\u00a0Lakes State transitional legislative assembly, Madam\u00a0Agum Chagai\u00a0said the customary law was brought and formulated in\u00a0Lakes State assembly since May 2022 and the assembly worked on it until July 2022.
She acknowledged the presence of all the members of the assembly present to witness the launch of customary law.
“It\u00a0is not the first bill to be passed into law in\u00a0Lakes State assembly but it is the first law to be passed by the Lakes State transitional legislative\u00a0assembly,” she said.
She said this customary law is like other laws but it is a little\u00a0different\u00a0from the rest of the laws passed by this assembly.
\u201cThis\u00a0customary law was passed\u00a0last\u00a0year,\u00a0but today it is being given to you as a law. It\u00a0prohibits\u00a0early and\u00a0forced\u00a0marriages of young girls, stealing of other people’s property, killing and cattle raiding in\u00a0Lakes\u00a0State,”\u00a0she said.
The UNMISS acting head of field office in Rumbek Lakes\u00a0State,\u00a0Khalifa\u00a0Farah,\u00a0said the governor of\u00a0Lakes State has made a significant improvement\u00a0in the\u00a0Lakes\u00a0State’s\u00a0security and stability.
\u201cWe\u00a0thank\u00a0Lakes State legislative assembly for producing this piece of legislation. We believe\u00a0supplying\u00a0this law alongside other relevant laws\u00a0will go a long way to\u00a0strengthening the\u00a0rule of law and human\u00a0rights,\u00a0contribute to\u00a0protection of\u00a0civilians\u00a0and\u00a0improve\u00a0the overall peace and security and environment in\u00a0Lakes\u00a0State,”\u00a0he said.
\u201cWe\u00a0believe this law will make improvements\u00a0in\u00a0human\u00a0rights\u00a0for girls and women in\u00a0Lakes\u00a0States. It\u00a0encourages\u00a0girls’ education,\u00a0prohibits early and\u00a0forced\u00a0marriages and it punishes\u00a0many other related\u00a0crimes,\u00a0including rape and sexual related\u00a0crimes,\u00a0which are women’s rights\u00a0violations,”\u00a0he noted.
Farah said it will also regulate the issue of blood compensation according to the culture of\u00a0people of South Sudan and\u00a0Lakes State.
\u201cThe\u00a0Lakes State customary law will be\u00a0in\u00a0its own, and it will improve\u00a0Wath-alel\u00a0customary law and practice in\u00a0Lakes State,” he added.
The Paramount Chief of Rumbek Central County, Sultan Madol\u00a0Mathok\u00a0said the customary law which was launched yesterday will improve the general security situation in\u00a0Lakes State.
\u201cThere\u00a0is a customary law passed for us which\u00a0talks\u00a0of disarmament of\u00a0civil\u00a0population. As\u00a0chiefs in\u00a0Lakes State, we will interpret this customary law into action to disarm the civilians,” he said.
He said the police should do their job well by working together with civilians and chiefs to enforce the customary law in the\u00a0state.
\u201cThe\u00a0police should work to implement the rule of law. Now,\u00a0since\u00a0last year up to\u00a0coming year, people are moving freely and small things\u00a0occur. We shall complete them with our\u00a0work,”\u00a0he said.<\/p>\n","protected":false},"excerpt":{"rendered":"
