We must therefore collectively act in decisive fashion\nto pick up the pace in resolving sticky issues in the implementation of the\nagreement,\u201d Kiir admittedly stated in an authored address to the nation.<\/p>\n\n\n\n<p>The unity government formation was\nstalled two times in which the government was citing lack of fund, while\noppositions were pointing to lack of political will by the governemt to\nimplement the prerequisites of the agreement before any formation. Since then,\nthe agreement is in tortoise movement. And recently, the unity government was\nformed at the executive level, and the appointment of state Governors and\nadministrative areas so far. <\/p>\n\n\n\n<p>The President, in his earlier addresses,\nhad disclosed that he was not interested to work again with his main rival Dr. Riek\nMachar, after the war broke out in 2013 and in the aftermath of 2016 fighting\nat Presidential Palace. But he said it was because of the nation\u2019s interest and\nits people, that made him to reconsider his stance and stomach the bitter pill\nafter he had spoken to the Ugandan President Museveni and the Sudanese former President\nBashir, of his intention to work with Dr. Machar.<\/p>\n\n\n\n<p>\u201cAfter the tragic events of 2013\nand 2016, I could hardly imagine ever working again with Dr. Riek Machar, the\nleader of SPLM\/IO, but having decided that we must put the interest of the\ncountry and its people above all else, I changed my mind. I told President\nMuseveni and former President Bashir in Entebbe that I was going to swallow my pride\nand resume working with Dr. Riek Machar. It was this key concession that made\nit possible to realize Revitalized Peace Agreement that we signed in Addis-Ababa\non September 12, 2018,\u201d the President disclosed.<\/p>\n\n\n\n<p>His address to the nation also\nnoted that the agreement did not provide everything, that there were issues\nleft out, which required political understanding. He emphasized that it was\nimportant to \u201cavoid foot-dragging\u201d when dealing with them, adding that the\nparties to the agreement should desist from adamant positions in the hope of\nbacking by the mediators.<\/p>\n\n\n\n<p>\u201cThe Peace Agreement didn\u2019t cater\nfor everything. There are issues that are left out for the parties themselves\nto sort out through amicable political understanding. To those issues where the\nagreement is silent on, I would like to emphasize that it is essential we avoid\nthe temptation to foot-drag when tackling them. It is critical that we, the\nParties to the Agreement desist from adopting uncompromising positions in the\nhope that the mediation would eventually back them,\u201d the address urged.<\/p>\n\n\n\n<p>The address however, did not specifically\nmention the left out issues by the agreement. <\/p>\n\n\n\n<p>In addition to that, the address\ntalked about the inclusion of under-represented groups like women and youth,\nstressing that their participation is valuable, and the assurance that the\nceasefire is largely holding and the underway Rome Peace process, in order to\nsecure the final deal with holdout groups. <\/p>\n\n\n\n<p>On the other hand, it said the\ninter-communal conflicts have threatened ending political violence.
