The\nCeasefire and Transitional Security Arrangement Monitoring and Verification\nMechanism (CTSAM-VM) in its 16th<\/sup> extraordinary meeting on Friday,\nsaid cantonment sites are almost collapsing due to lack of logistical support, according\nobservation.  <\/p>\n\n\n\n

Major\ngeneral Teshome Gemechu Aderie, chairperson of CTSAMVM, said they had observed\nthat the system in the cantonment site is almost collapsing due to lack of logistical\nsupport to the sites. There have been reports of forces deserting the sites\nowing to poor living conditions attributed to lack of food, medicine, and\nshelters. As a result, some soldiers lost their lives at the sites.    <\/p>\n\n\n\n

\u201cRegrettably\nthere has been little improvement in terms of logistic support to the\ncantonment sites, and on the other hand CTSAM again has observed that the\nsystem remains closed to collapse,\u201d Teshome stressed.<\/p>\n\n\n\n

Gemechu\nsaid commanders in the cantonment sites continue to report insufficient medical\nequipment and training personnel. He said there are still a lot of things which\nneed to be improved, although training centers are relatively better in terms\nof food supplies. Gemechu added that the Disarmament, Demobilization and\nReintegration (DDR) screening process, which has been taking place in the\ncenters, is limited as the DDR teams are not yet deployed in the centers.<\/p>\n\n\n\n

Additionally,\nthe chairperson said the delay in the implementation of the chapters in the\nagreement is making it hard for CTSAM to carry out its task, adding to the movement\nrestrictions due to the COVID-19 outbreak.<\/p>\n\n\n\n

The body,\nhowever, said that most of the violations in Yei County of Central Equatoria State,\nare committed by South Sudan People\u2019s Defense forces (SSPDF).<\/p>\n\n\n\n

\u201cConcerning\nviolations against civilians in Yei River County of Central Equatoria State,\nthere are a third evolving violations against civilians in Yei area, since March\n2019, and all have been serious violations and all have been committed by SSPDF\nforces,\u201d the body observed.<\/p>\n\n\n\n

It has\nhowever, called on SSPDF to take steps by establishing a committee comprising\nSSPDF judges to address violations in Yei River County. The body also said although\nthere have been no clashes between the parties\u2019 signatory to 2018, there are\nongoing clashes between National Salvation Front, SSPDF and SPLM-IO in Central\nEquatoria region.<\/p>\n\n\n\n

The body,\nlike other stake holders, has also condemned the increasing violence in Western\nEquatoria and the inter-communal conflict in Jonglei state.<\/p>\n\n\n\n

The meeting\nfocused on the start of permanent cease fire, the outstanding pre-transitional\ntasks, violation reports and incidents which are happening currently.<\/p>\n","protected":false},"excerpt":{"rendered":"
