{"id":3510,"date":"2020-07-27T11:46:43","date_gmt":"2020-07-27T11:46:43","guid":{"rendered":"https:\/\/onecitizendaily.com\/?p=3510"},"modified":"2020-07-27T11:52:34","modified_gmt":"2020-07-27T11:52:34","slug":"president-kiir-flops-igads-deadline-on-parliament","status":"publish","type":"post","link":"https:\/\/www.onecitizendaily.com\/index.php\/2020\/07\/27\/president-kiir-flops-igads-deadline-on-parliament\/","title":{"rendered":"President Kiir Flops IGAD\u2019s DEADLINE ON PARLIAMENT"},"content":{"rendered":"\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"748\" src=\"https:\/\/onecitizendaily.com\/wp-content\/uploads\/2020\/07\/President-Salva-Kiir-File-Photo.png\" alt=\"\" class=\"wp-image-3511\" srcset=\"https:\/\/www.onecitizendaily.com\/wp-content\/uploads\/2020\/07\/President-Salva-Kiir-File-Photo.png 1024w, https:\/\/www.onecitizendaily.com\/wp-content\/uploads\/2020\/07\/President-Salva-Kiir-File-Photo-300x219.png 300w, https:\/\/www.onecitizendaily.com\/wp-content\/uploads\/2020\/07\/President-Salva-Kiir-File-Photo-768x561.png 768w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><figcaption> <em>President Salva Kiir, file photo<\/em> <\/figcaption><\/figure>\n\n\n\n<p><strong><em>By Kiden Stela Mandela and Ochaya Jackson <\/em><\/strong><\/p>\n\n\n\n<p>President Salva Kiir has not heeded to Inter-Governmental Authority on Development IGAD\u2019s demand to melt the current Parliament which houses 400 MP&#8217;s before Sunday 26<sup>th<\/sup> July, 2020, in an effort to speed up the implementation of the agreement.<\/p>\n\n\n\n<p>IGAD on the 14<sup>th<\/sup> July,\n2020 held its 36<sup>th<\/sup> Extraordinary Assembly of Heads of State and\nGovernments via videoconference, chaired by Sudanese Prime Minister Abdalla\nHamdok, and after it issued communiqu\u00e9 that appealed to President Salva Kiir,\nto dissolve the current Transitional National Legislative Assembly (TNLA). before\n26<sup>th<\/sup> July, 2020, and urged the parties to reconstitute the TNLA with\n550 Parliamentarians within one week upon dissolution of the incumbent Parliament\nin accordance with the Revitalized Agreement.<\/p>\n\n\n\n<p>However, Presidential Press\nSecretary, Ateny Wek Ateny when contacted on the matter said it is not about\ndeadline but parties living up to implement the agreement.<\/p>\n\n\n\n<p>&nbsp;\u201cIs not about setting deadline, is about bringing\nparties to live up to the implementation of the revitalized peace agreement\nwhich is now almost coming to achieve its goals. We are left with only one State\nthat is Upper Nile which Dr. Riek was asked to resolve by bringing other\nnominee instead of Olony\u201d, Ateny told No. 1 Citizen Daily Newspaper on Sunday\nin an interview.<\/p>\n\n\n\n<p>\u201cAnd also the reconstitution of the\nParliament is a process\u2026.it is going to happen very soon as the parties now are\ncoming up with their nominees as soon as possible the Parliament will be\nreconstituted\u201d, he added. <\/p>\n\n\n\n<p>When asked exactly when would the Parliament\nbe reconstituted since the ultimatum set by the IGAD passed without anything,\nhe said \u201cI cannot name the date&#8230;. there is committee that is actually working\nto reconstitute the Parliament they are the ones to set the date\u201d.<\/p>\n\n\n\n<p>IGAD said also in its communiqu\u00e9 that \u201cin the event that the\nParties are not able to settle outstanding pre-transitional tasks within 30\ndays of adoption of the Communiqu\u00e9, that is on or before 13<sup>th<\/sup> August,\n2020, the IGAD Chair will intervene to directly engage with Parties with a view\nto assist in concluding the pending matters\u201d.<\/p>\n\n\n\n<p>Recently President Kiir rejected\nGen. Johnson Olony, SPLM-IO nominee for the position of Governor in Upper Nile\nState, pointing that Olony is still carrying arms and he is not in Juba.<\/p>\n\n\n\n<p>Edmund Yakani Executive Director\nfor Community Empowerment for Progress Organization (CEPO) said the\ninterpretation of the agreement\u2019s provisions by the parties is the one delaying\nthe implementation.<\/p>\n\n\n\n<p>\u201cIssues of correct interpretation of R-ARCSS provisions is\nseriously contributing for the delay of R-ARCSS implementation. Recently through\nCEPO oversight observation, it was realized that the parties are messing up\nwith matters of proper interpretation of R-ARCSS provisions\u201d, said Edmund in a statement\nissued on Saturday 25<sup>th<\/sup> July, 2020, and seen by the No.1 Citizen\nDaily. <\/p>\n\n\n\n<p>The provision 1.14 of the peace\nagreement, section 1.14.2, states that the TNLA shall be expanded to 550, in\nwhich the incumbent TGoNU under President Kiir will have 332 members, SPLM-IO under\nFirst President Riek Machar will have 128, South Sudan Opposition Alliance (SSOA)\nwill have 50, Other Political Party (OPP) 30, and Former Detainees will have 10\nmembers of parliament respectively.<\/p>\n\n\n\n<p>Again section 1.14.3 has it that\nthe Speaker of TNLA shall be nominated by the Incumbent, one deputy speaker\nshall be nominated by SPLM-IO, and another who is to be a woman to be nominated\nby the incumbent, and a third deputy to be nominated by OPP.<\/p>\n\n\n\n<p>And also according to the\nRevitalized peace agreement the duration and term of the TNLA shall be in line\nwith the Revitalized Government of National Unity (R-TGoNU) until elections are\nheld and the reconstituted TNLA shall support the agreement in the conduct of\nits business, and enact legislation that enables and assists the transitional\nprocesses and reforms described in the agreement. <\/p>\n","protected":false},"excerpt":{"rendered":"<p>By Kiden Stela Mandela and Ochaya Jackson President Salva Kiir has not heeded to Inter-Governmental Authority on Development IGAD\u2019s demand to melt the current Parliament which houses 400 MP&#8217;s before Sunday 26th July, 2020, in an effort to speed up the implementation of the agreement.
