Johnson Olony\nremains a nominee on its ticket to be appointed as the Governor of Upper Nile\nState. This was revealed by First Vice President\u2019s Spokesperson James Gadet during\nan exclusive interview on phone with No. 1 Citizen Daily Newspaper.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cGen. Johnson Olony is a nominee by\nmy Leadership and he remains as a nominee, you know\u2026SPLM-IO has right as a\nparty to the peace agreement to nominate their candidate like any other party.\nSo we have nominated Johnson Olony as the Governor of Upper Nile State, this is\nwhat remains so. But as you know the two Principals President Salva Kiir, and\nFirst Vice President Riek Machar have been in contact also over this issue,\nthey are trying to iron out their differences so that hopefully Johnson Olony\nwill be appointed by the President\u201d, Spokesperson James Gadet told No. 1\nCitizen Daily Newspaper.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On June 29<sup>th<\/sup>, 2020\nPresident Salva Kiir appointed eight governors of the eight States. But he did\nnot appoint the governor of Upper Nile State Johnson Olony who was a nominee by\nSPLM-IO, citing that he was still carrying arms, and the governor of Jonglei State\nwhich was allocated to South Sudan Opposition Alliance (SSOA), was not also\nappointed over differences within the Alliance on who to be nominated as a\ngovernor. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, on the 15<sup>th<\/sup>\nJuly, 2020, the President appointed Denay Jock Chagor, as the governor of\nJonglei State after SSOA submerged their differences over nomination. Hence, leaving\nUpper Nile in vacuum as the stalemate drawn in between President Salva Kiir\u2019s\ncamp and First Vice President Riek Machar stands.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Sunday 26<sup>th<\/sup>, July\n2020, Presidential Press Secretary Ateny Wek Ateny said that Johnson Olony is a\nwarlord and the President rejected him on the ground of protecting South\nSudanese lives.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cJohnson Olony is a warlord he is not\npart of the peace agreement\u2026.he is not implementing the peace agreement. So the\nPresident rejected him on that basis, he is a warlord that he is willing only\nto fight. He did not come to Juba he still has forces and the forces have not\ngone to cantonment areas. So the President rejected him on the basis of\nprotecting lives of the people of South Sudan\u201d, Ateny told No. 1 Citizen Daily Newspaper\non phone interview.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHe is not among the parties, if he was among the party he could have been under the leadership of SPLM-IO, he is not part of the peace agreement and therefore he cannot be appointed governor\u201d, he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But James Gadet said Olony is\nSPLA\/M-IO sector commander assigned in Upper Nile State and has not violated\nany ceasefire since 2017.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis not true. Johnson Olony is a sector commander in Upper Nile State he is under the leadership of SPLM\/A-IO Dr. Riek Machar so he has no parallel system. There is no reason to say that he is not for peace and actually he is for peace because since the ceasefire agreement was signed in 2017 he has never violated any ceasefire in the area he controls or the area he is assigned to manage. So he is respecting or observing the ceasefire itself there is no reason for anyone to doubt and he is under the leadership of SPLM-IO\u201d, said James. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHe is the nominee of SPLM \u2013IO and\nit is the leadership of SPLM-IO to nominate its governors likewise SPLM-IO has\nno right to reject any of the nominees from other parties so we hope that this\nwill be understood. &nbsp;And SPLM-IO\nleadership will be given its rights to nominate its person in the person of Johnson\nOlony to be appointed I think he will be given his rights for the post\u201d, he\nadded.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">James Boboya, Director for\nInstitute of Social Policy on Research and Organization Development said under\nthe peace agreement the parties have equal rights in nominating their candidate\nto be appointed in any position.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe peace agreement is very clear\nthat the parties to the agreement being the TGoNU which is headed by Salva Kiir,\nthe SPLM \u2013 IO headed by Riek Machar , the SSOA, then we have the OPP led by\nMayen and the Former Detainees headed by Mama Rebecca. So those leaders have\nequal rights in terms of nominating their candidates to be appointed either to\ntake up governors\u2019 position, or ministerial position, or Members of Parliament\nor advisor whatever government position. So the peace agreement says that the\nparties can choose their own internal candidates then forward the name [s] to\nthe President for appointment\u201d, Boboya told No. 1 Citizen Daily Newspaper in an\ninterview on Tuesday. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIn this case what Riek Machar did\nis in the spirit and in accordance with the Revitalized Peace Agreement when he\nas a leader decided to choose a candidate to be appointed a s a governor for\nUpper Nile State that is General Johnson Olony, so that in itself is correct\u201d\nhe added, however, saying that \u201cas experts, the President may also be right and\nsay if they bring Johnson Olony there is going to be problem but we cannot\npre-empt something that has not happened\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Edmund Yakani the Executive\nDirector for Community Empowerment for Progress Organization (CEPO), told this\npaper that \u201cthis political stalemate should be resolved through dialogue between\nthe government and the SPLM-IO because the agreement has an impression of\ndialogue between the parties whenever they reach a dispute over personalities.\nBut off course the agreement has not given any power among the parties to deny\nthe nominee of other party because the agreement. He is [Johnson Olony] not\ngoing to be a free governor he is going to operate under the system of the\nPresident. And he cannot challenge the way the country\u2019s peace and stability\nwill be. I urge the President and First Vice President to dialogue with the\npolitical parties to resolve the political vacuum in Upper-Nile state\u201d.\n\nAsked\nwhether bringing Johnson Olony as the governor of Upper Nile State would minimize\nconflict he said \u201cobviously that is it\u2026.I think bringing him on board is a\nmanagement of the fear that came in. So that at least they will not be standing\noutside there as a player that we fear about his role. So we can grind the\npeace implementation that gives us a chance to mitigate the fears that the\nthreat that we think he will pose against peace and stability in the country.
