Biar lately\nfled to United States after the US State Department granted him humanitarian\nvisas on the ground that his life was in danger in which upon his arrival in\nWashington DC, he said President Kiir sent hit squad to assassinate him or be\nabducted in Nairobi \u2013 Kenya where he was staying.<\/p>\n\n\n\n<p>But, Presidential Press Secretary\nAteny Wek Ateny, in a press conference held in Juba on Friday 7<sup>th<\/sup>\nAugust 2020 at the office of the President in what he called \u201cresponse to false\nallegations by Ajak, asserted that he [Peter Biar] has wide connections that he\nis shockingly misleading on the affairs of South Sudan.<\/p>\n\n\n\n<p>\u201cThe sole objective of his recent\noutburst is well understood as a ploy to use sensational jail stories to\nmobilize external and internal sympathies, eventually inciting the South\nSudanese public against individual leaders, and endeavoring to unseat the\nregime through undemocratic means\u201d, Ateny proclaimed while being flanged by\nPaul Ongee Chief Administrator in the office of the President, and James Deng\nWol who is Executive Director in President\u2019s Office.<\/p>\n\n\n\n<p>\u201cBefore his arrest in 2018, Peter\nfrequently spoke to the local and international media about South Sudan\u2019s\naffairs, expressing what many consider dangerous ideas, including making\nseveral bold calls for regime change in a manner that mimics the Arabic Spring.\nHe is also an advocate of an impractical agenda known to him as the\n\u201cGenerational Exit\u201d, a codename for youth mobilization against the older\ngenerations who currently run the R-TGoNU of South Sudan\u201d, he added.<\/p>\n\n\n\n<p>Human Rights Activist Peter Biar\nwas detained in 2018 at National Security facility and in 2019 was sentenced to\ntwo years in prison under section 48 and 80 of the Penal Code Act, 2008 after\nthey staged protest within Security premises denouncing arbitrary detention\nwithout trial. The sentence was categorized as intent to promote public\nviolence and breach of peace. He was sentenced together with late Kerbino Wol Agok\nwho was killed earlier this year after he formed 7<sup>th<\/sup> October\nMovement. <\/p>\n\n\n\n<p>The two were pardoned in January\nafter President Kiir invoked Article 101 (h) in the Transitional Constitution\nof South Sudan which gives him prerogative to do so when deemed necessary.<\/p>\n\n\n\n<p>Activist Peter Biar, according to Ateny,\nwas a consultant for National Security Service (NSS) when Gen. Oyay Deng Ajak\nwas heading the security institution; as such he was one of the brains behind\nthe national security law and regulations in which he contributed in drafting\nthe NSS policy, after he left working with the World Bank in South Sudan and Ateny\nclaimed he was using the task to spy on the government.<\/p>\n\n\n\n<p>\u201cPeter, among others, was earlier\ntasked with formulating the NSS Policy\/White Paper around the time he was\ncontracted by NSS, [he] also involved in other activities, including consulting\nfor various non-governmental organizations to advance his political agenda. Records\nshow that [he] used these consultancies to spy on the government\u201d Press\nSecretary Ateny claimed, adding \u201ccontinuing his constancy work Peter signed a\ncontract for Independent Service in early 2018 with a Berlin based organization\nagency, his undertakings with this agency raised suspicion and a warrant was\nissued for his immediate arrest. The authorities confiscated [his] electronic\ndevices for forensic analysis. Materials extracted from his computer using a\nforensic technology and corroborated using online data confirmed that he was engaged\nin intelligence gathering, spying on military, intelligence agencies and active\ngovernment officials, as well as colluding with violent oppositions\u201d.<\/p>\n\n\n\n<p>He further pointed that \u201cemail\nexchanges between and the said agency\u2019s staff underline that the scheme to\nachieve targeted sanctions was twofold; [one] mount external pressure,\nincluding withdrawing humanitarian aid from South Sudan in order to gain\nleverage over the regime, and [two] build internal pressure through a united\ncivil society front\u201d, Ateny underscored while not mentioning the agency saying\nbecause of legal ground.<\/p>\n\n\n\n<p>Ajak who moved to United States as\none of the Lost Boys of Sudan in 2001 was also accused by the government of using\nold strategy that landed him in to prison, and cooking up story as a smear\ncampaign.<\/p>\n\n\n\n<p>\u201cThe relevance of this to his current\nmaneuvers leaves little room for any doubt. It can logically be concluded that\nPeter is still in pursuit of his regime change agenda by using the same old\ntactics that previously got him in trouble with the security and the law\nenforcement agencies. A careful scrutiny leads to a conclusion that [he] made\nup this story, manifestly advancing a smear campaign\u201d, Ateny wek explained.<\/p>\n\n\n\n<p>And Peter seems to have reasons for\nfleeing to the US primarily associated with Late Kerbino Wol Agok. He probably\nhears the state authorities would monitor or investigate him for a potential\ninvolvement in the just foiled insurgency.
