Minister of Labour James Hoth Mai addressing the media about the launch of labour market assessment in the private sector at the Ministry in Juba, (photo by Ochaya Jackson)<\/em> <\/figcaption><\/figure>\n\n\n\n<p><strong><em>By Ochaya Jackson<\/em><\/strong><\/p>\n\n\n\n<p>The Ministry of Labour has initiated\nlabour market assessment targeting private sector which ranges from United\nNations\u2019 Agencies, Embassies and Foreign Missions, International and National Organizations,\nCivil Society Organizations, and Companies. The move was stated in a press\nconference held in Juba on Friday 14<sup>th<\/sup> August 2020 at the Ministry\u2019s\npremises by the Labour Minister James Hoth Mai.<\/p>\n\n\n\n<p>According to the Minister, this\ncomes as the country\u2019s conflict had caused severe economic, social and\npolitical disorders. But he said the forecasts for viable peace are being elevated\nas the September 2018 Peace Agreement is being implemented.<\/p>\n\n\n\n<p>\u201cThe South Sudanese conflict has\ncaused serious economic, social and political dislocations. All facets of South\nSudanese society have been adversely affected. The private sector, including\ncivil society organizations (CSOs), has been hit hard by the crisis. As the\ncountry implements the Revitalized Agreement on the Resolution of Conflict in\nthe Republic of South Sudan (R-ARCISS), the prospects for sustainable peace are\nbeing raised. With peace sustainable development will be possible\u201d, Labour\nMinister James Hoth Mai explained.<\/p>\n\n\n\n<p>\u201cWhile the public sector has a huge\nrole to play in the restoration of sustainable peace and development, the\nprivate sector also has a crucial contribution to make. The private sector is\nthe engine of economic growth in any country, especially those doing well\neconomically. It produces goods and services as well as provides jobs to\npeople. The public sector alone cannot provide enough jobs for a country,\nespecially where the majority of the people are in the youth age bracket\u201d, Hoth\nadded.<\/p>\n\n\n\n<p>He further asserted that the reasons\nfor the labour market assessment in the private sector are to understand the status\nof the sector, how it can be promoted, to know the workforce, and the rate of\nunemployment in the country.<\/p>\n\n\n\n<p>\u201cTo fully grasp the status of the\nprivate sector in South Sudan and also how it can be enhanced, it is necessary\nto take stock of the current situation of the sector. For this reason, the\nMinistry of Labour initiated this assessment of the private sector. It also\nwants to know the workforce in this sector and know the level of unemployment\nin the country. This will include nationals who are working in United Nations\u2019\nAgencies, Embassies and Foreign Missions\u201d, James asserted.<\/p>\n\n\n\n<p>Besides, he said \u201cwe want to know\nSouth Sudanese who are working in other sectors like NGOs or companies because\nin our act [Labour Act 2017] 80% of employment should come from South Sudan[ese]\nup to now we don\u2019t have data. Part of this exercise also, we will know those\nwho are not coming to take the work permit; people are not respecting our laws,\nsome people are evading even the work permit with this exercise it will be very\neasy for us to know those who are here and are obliged to have their work\npermit\u201d Hoth said.<\/p>\n\n\n\n<p>The Minister noted that there are\nvisas\u2019 frauds being done by some foreigners saying because the country is open\nand there is no control.<\/p>\n\n\n\n<p>\u201cSome foreigners when they come to\nSouth Sudan they come as visitors you get from the visas that he is visiting\nbut because our country is open we don\u2019t have control over them. They come and\nmaneuver inside here and then all of sudden you will get them working, by doing\nso, we are collaborating with immigration. We will know the type of visas you\nhave when you are coming to seek the work permit we are not going to prevent\nanybody but at least we must know those who are coming to our country\u201d, the\nMinister noted.<\/p>\n\n\n\n<p>The work permit is renewed annually\nand it costs $2,000 for technical positions held by foreigners, and $600 for\nother positions or categories, according to the Labour Ministry.<\/p>\n\n\n\n<p>The assessment will be conducted in\nthe first and second phases, in which phase one falls within the nation\u2019s Capital\nJuba where it houses many public and private institutions, and the second phase\ntargets institutions operating outside Juba or States.<\/p>\n\n\n\n<p>\u201cThe assessment will be carried\nthroughout South Sudan. Considering the challenging situation in the country,\nit will be executed in phases. The first phase will focus on the national\ncapital Juba, where most of the for-profit [especially private businesses] and\nnot \u2013for profit organizations [especially NGOs] are operating or headquartered.\nThe second phase will cover the targeted institutions operating outside the\nnational capital\u201d, Hoth informed, adding \u201cas a result, countries pay special\nattention to the performance of this sector. South Sudan is no exception though\nthe conflict has impacted negatively on the health of the private sector, there\nis however no-good data or information on the sector, thus, this assessment\nwill fill this information gap\u201d the Minister explained.<\/p>\n\n\n\n<p>James Hoth Mai said the exercise is\nexpected to run for one month adding that forms had been developed already and\nthat the ministry targets more than thirty thousand working class in the\nprivate sectors.<\/p>\n\n\n\n<p>\u201cWe have forms here that we have\ndeveloped in Ministry, we will reach out but we are urging them [private\nsectors] also to send their representative (s) to come and take the forms. We\nare targeting one month to finish this exercise.
