At swearing-in ceremonies and receptions, promises are made but till the next decree is read&#8230;.<\/p>\n<p>The presidency always gives directives to the Ministry of Finance and Planning to pay civil servants\u2019 salaries. These directives sound positive; however, the results are disappointing.<\/p>\n<p>The economic cluster also promised to pay civil servant from 24<sup>th<\/sup> of every month, but it seems not to be working at all. If it\u2019s the issues of revenue, South Sudan has minerals and other natural resources, who benefits from these resources?<\/p>\n<p>As citizens are suffering from hunger, staying for (years), month without salaries in this economic hardship, it\u2019s like we are still going through same depression that Sudanese regime subjected southerners into. A reason that gave rise to separation. This generates lots of questions to be answered.<\/p>\n<p>The situation is difficult to survive, even getting a single meal. Some households in juba go hungry, lost their lives, others are traumatized as its seen in their faces. Yet leaders while are under air conditioner, know nothing about it.<\/p>\n<p>Now with the appointment of the new Chief of Defence Forces (CDF) of the South Sudan People\u2019s Defence Forces (SSPDF) will there be hope for the long-over outstanding reform within the country\u2019s defence sector?<\/p>\n<p>The SSPDF Soldiers have been in a challenging situation with persistent issues of voluntary salaries. They have gone for months without pay yet are committedly serving while surviving under unbearable conditions.<\/p>\n<p>The head of State directed the CDF to clear ghost names on SSPDF payroll which had been there since CPA.
