Maj. Gen. George Owinow stressed the need for full compliance with agreed procedures.<\/p>\n<p>He emphasised the procedures surrounding the amendments to the peace deal and the Transitional Constitution of South Sudan 2011.<\/p>\n<p>The RJMEC boss cautioned that continued violations could jeopardise the country\u2019s peace agreement.<\/p>\n<p>Owinow clarified that any amendments to the agreement or the constitution during the transitional period must follow clearly defined legal steps.<\/p>\n<p>He added that such proposals must then secure a two-thirds majority in both the Council of Ministers and RJMEC before being ratified by the legislature.<\/p>\n<p>\u201cWhile Article 8.4 of the R-ARCSS provides for the amendment of both the Agreement and the TCRSS during the Transitional Period, such amendments must be properly initiated in accordance with Article 1.9.4 of the Agreement,\u201d Owinow said<\/p>\n<p>The RJMEC also expressed concern over increasing unilateral actions and reported violations of the ceasefire, noting that such developments have led to loss of life, displacement, and destruction of property in parts of South Sudan.<\/p>\n<p>Owinow called on all signatories to the peace agreement to recommit to dialogue, inclusivity, and consensus-building, warning that continued disregard for agreed mechanisms risks reversing the gains made since the signing of the revitalised accord.<\/p>\n<p>He further urged the revitalised transitional government of national unity to ensure humanitarian access and prioritise the protection of civilians, emphasising that lasting peace depends on both political will and respect for the rule of law.<\/p>\n<p>The commission reiterated that restoring inclusive engagement among the parties remains critical to preventing a relapse into conflict and ensuring a successful transition.<\/p>\n<p>The statements come against the backdrop of recent developments in which the Cabinet reportedly endorsed proposed amendments to the agreement.<\/p>\n<p>Under the peace agreement, any changes to its provisions must go through established mechanisms involving consultation among the signatory parties and approval by oversight bodies such as RJMEC before being implemented or forwarded for legislative endorsement.<\/p>\n<p>The commission stressed that this process is designed to ensure consensus and protect trust among all stakeholders.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>By Yiep Joseph The Reconstituted Joint Monitoring and Evaluation Commission (RJMEC) has called on the revitalised transitional government of national unity to adhere to the provisions of the peace agreement strictly.
