{"id":44092,"date":"2026-04-22T14:56:17","date_gmt":"2026-04-22T12:56:17","guid":{"rendered":"https:\/\/www.onecitizendaily.com\/?p=44092"},"modified":"2026-04-22T14:56:17","modified_gmt":"2026-04-22T12:56:17","slug":"residents-raise-alarm-over-alleged-misconduct-during-disarmament-exercise","status":"publish","type":"post","link":"https:\/\/www.onecitizendaily.com\/index.php\/2026\/04\/22\/residents-raise-alarm-over-alleged-misconduct-during-disarmament-exercise\/","title":{"rendered":"Residents raise alarm over alleged misconduct during disarmament exercise"},"content":{"rendered":"<p><strong><em>By Sabri Dibaco <\/em><\/strong><\/p>\n<p>Some residents in parts of Juba have expressed growing concern over alleged misconduct during the disarmament exercise.<\/p>\n<p>Residents have accused some security personnel of mistreatment and excessive actions during the operations.<\/p>\n<p>According to reports, soldiers have been confiscating not only firearms but also household items such as kitchen knives and even money.<\/p>\n<p>Speaking to No. 1 Citizen Newspaper, the deputy chairperson of Gudele Block 3, David Taban, strongly criticized the conduct of some soldiers.<\/p>\n<p>He stated that their actions do not align with the mandate provided by the government.<\/p>\n<p>He emphasized that such behavior goes beyond the intended scope of disarmament and is instilling fear among ordinary citizens.<\/p>\n<p>\u201cWe support peace and security, but the way this exercise is being carried out is worrying. Taking basic household tools and making strange accusations is not right,\u201d Taban said.<\/p>\n<p>Taban further explained that soldiers often use force during searches.<\/p>\n<p>He claimed that even when no weapons are found, residents are still subjected to questioning and accusations.<\/p>\n<p>Some residents also alleged that soldiers have made unusual demands during searches, including asking civilians to produce machines allegedly used to print U.S. dollars. Locals described these claims as confusing and unrealistic, saying they have left many people feeling intimidated.<\/p>\n<p>A resident, who requested anonymity, stated that the disarmament exercise is being conducted in an improper manner, causing concern among community members.<\/p>\n<p>\u201cWhen soldiers come to homes, they reportedly take money and disrupt residents\u2019 sleep, as these operations often occur as early as 5:00 a.m.,\u201d he said.<\/p>\n<p>He further emphasized that disarmament is a necessary and commendable initiative, particularly in reducing the risks associated with civilians possessing firearms.<\/p>\n<p>However, a resident expressed concerns that it should be carried out in a structured, transparent, and lawful manner to ensure public trust and cooperation.<\/p>\n<p>The disarmament campaign, aimed at reducing the number of illegal weapons in civilian hands, is considered a key step toward improving security in Juba and the surrounding areas.<\/p>\n<p>However, residents are now calling on authorities to ensure the exercise is conducted professionally and with respect for human rights.<\/p>\n<p>In response, the South Sudan People\u2019s Defence Forces (SSPDF) distanced itself from the alleged misconduct.<\/p>\n<p>The army clarified that the official mandate of the operation is strictly limited to the collection of illegal firearms.<\/p>\n<p>In an exclusive interview with No. 1 Citizen Daily Newspaper, the SSPDF spokesperson Lul Ruai Koang stated that any behavior outside this mandate does not reflect official orders.<\/p>\n<p>\u201cIf such activities are taking place, they are not part of the mandate given to security organs to carry out the disarmament. Anyone found doing so will be held accountable,\u201d he said.<\/p>\n<p>He urged members of the public who feel aggrieved to report such incidents to the nearest military sector headquarters for investigation and appropriate action.<\/p>\n<p>\u201cAnyone who has faced such challenges should report to the nearest sector so that appropriate legal action can be taken against the individuals or groups involved,\u201d he added.<\/p>\n<p>He reaffirmed the SSPDF\u2019s commitment to ensuring that the disarmament process is conducted professionally and in accordance with the law, while also calling on civilians to cooperate with security forces in maintaining peace and stability.<\/p>\n<p>The situation remains under close watch as residents hope for improved conduct and accountability during the ongoing exercise.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>By Sabri Dibaco Some residents in parts of Juba have expressed growing concern over alleged misconduct during the disarmament exercise.
