{"id":44560,"date":"2026-05-12T14:35:41","date_gmt":"2026-05-12T12:35:41","guid":{"rendered":"https:\/\/www.onecitizendaily.com\/?p=44560"},"modified":"2026-05-12T14:35:41","modified_gmt":"2026-05-12T12:35:41","slug":"splm-io-mps-boycott-parliament-over-peace-deal-amendments","status":"publish","type":"post","link":"https:\/\/www.onecitizendaily.com\/index.php\/2026\/05\/12\/splm-io-mps-boycott-parliament-over-peace-deal-amendments\/","title":{"rendered":"SPLM-IO MPs boycott parliament over peace deal amendments"},"content":{"rendered":"<p><strong><em>By Sabri Dibaco\u00a0\u00a0 <\/em><\/strong><\/p>\n<p>Members of Parliament representing the Sudan People\u2019s Liberation Movement\/Army in Opposition (SPLM-IO) have boycotted a parliamentary session as they protest the tabling of amendments to the peace deal.<\/p>\n<p>The MPs of the Transitional National Legislative Assembly, representing the main opposition, on Monday objected to the tabling of proposed amendments to the Revitalised Agreement on the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS).<\/p>\n<p>The group expressed their dissatisfaction during the first reading of the amended R-ARCSS on Monday.<\/p>\n<p>The lawmakers argued that the amendment process violated provisions of the peace agreement and lacked the required consultations and procedural steps outlined in the accord.<\/p>\n<p>The move follows the recent approval by the South Sudan Cabinet of the amendment of the Agreement on the Resolution of the Conflict in the Republic of South Sudan (ARCSS), which was later submitted to parliament for consideration.<\/p>\n<p>Speaking to the media, Chaguor Ater Bol, chairperson of the Specialised Committee on Livestock and Fisheries and a senior SPLM-IO member, said the process was flawed from the outset.<\/p>\n<p>According to Ater Bol, Article 1.9.4 of the peace agreement requires endorsement from all signatory parties before any amendments can proceed, adding that the SPLM-IO was excluded from the process.<\/p>\n<p>\u201cThe endorsement by the parties, meaning all signatories to the agreement, was not secured, and the SPLM\/A-IO was not part and parcel of the process,\u201d he said.<\/p>\n<p>Ater Bol further argued that presenting the amendment bill before the assembly for ratification without prior consent from the Reconstituted Joint Monitoring and Evaluation Commission (RJMEC) violated Article 8.4 of the agreement and was therefore unprocedural.<\/p>\n<p>The SPLM\/A-IO parliamentary caucus warned that unilateral amendments could undermine the implementation of the peace agreement and heighten political tensions in the country.<\/p>\n<p>\u201cOur position is that what South Sudan needs is an inclusive dialogue that will lead to the full implementation of the agreement, not an unprocedural amendment process,\u201d Ater Bol stated.<\/p>\n<p>He called on all parties and stakeholders to respect the provisions of the peace agreement and prioritise dialogue and consensus in resolving national issues.<\/p>\n<p>The concerns come as South Sudan prepares for the planned December elections amid delays in implementing key provisions of the peace agreement. Several political figures also remain in detention, raising further concerns about the political environment ahead of the polls.<\/p>\n<p>Recently, the civil society activist has called for urgent political reforms and inclusive dialogue among South Sudan\u2019s key stakeholders to revive the country\u2019s fragile peace process.<\/p>\n<p>Edmund Yakani emphasised that the process must begin by restoring trust among the principal signatories to the peace agreement, stating that genuine dialogue cannot take place without the participation of all key actors, including Riek Machar, whom he said should be released from ongoing legal proceedings to actively engage in discussions.<\/p>\n<p>As the country is gearing towards the December election, key peace agreements and key figures remain in detention, raising concerns about the December election<\/p>\n<p>Yakani said that genuine dialogue cannot take place without the participation of all key actors, including Riek Machar, whom he said should be released from ongoing legal proceedings to actively engage in discussions.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>By Sabri Dibaco\u00a0\u00a0 Members of Parliament representing the Sudan People\u2019s Liberation Movement\/Army in Opposition (SPLM-IO) have boycotted a parliamentary session as they protest the tabling of amendments to the peace deal.
