Samuel Emiliano Wani Pitia has announced plans to digitalise the county\u2019s land registration system.<\/p>\n<p>According to the commissioner, the initiative is part of broader efforts to improve land administration, urban planning, and engineering services.<\/p>\n<p>The announcement was made on Wednesday during a consultative meeting between the county commissioner and the county engineering department at Juba County headquarters.<\/p>\n<p>Speaking during the meeting, Commissioner Pitia underscored the importance of the initiative, citing that it will reduce various misunderstandings related to land.<\/p>\n<p>According to Pitia, the planned digitalisation of land registration will enhance transparency, efficiency, and accountability in land management while helping to address longstanding challenges in the sector.<\/p>\n<p>The initiative is expected to reduce cases of multiple ownership claims, fraudulent transactions, and irregular land transfers, which have often fuelled disputes over land ownership in Juba County.<\/p>\n<p>He also disclosed that the county administration is working toward harmonising its master plan and establishing a centralised database for the engineering department to improve data management, record keeping, and institutional memory.<\/p>\n<p>As part of the reforms, the commissioner directed engineers to design a unified land registration framework that integrates land application, registration, and transfer procedures into a single system.<\/p>\n<p>The commissioner urged the Engineering Department to expedite the development of the proposed system, emphasising that modern and transparent land administration is essential for orderly urban development and sustainable service delivery.<\/p>\n<p>Land administration remains one of the most challenging governance issues in Juba and other urban centers across South Sudan.<\/p>\n<p>Over the years, rapid population growth, urban expansion, and increasing demand for land have led to numerous disputes involving individuals, communities, and institutions.<\/p>\n<p>In many cases, poor record-keeping and reliance on manual registration systems have contributed to overlapping land allocations, double ownership claims, and fraudulent transfers.<\/p>\n<p>Governments have attempted to reform land management systems to improve transparency and public confidence.
