The National Civil Society Coalition (NCSC) has called on the leadership of the Bank of South Sudan to engage the bank’s workers’ trade union in dialogue, saying negotiations remain the best way to resolve the ongoing labour dispute.<\/p>\n

In a statement, the coalition urged the central bank\u2019s management to address the concerns raised by employees through constructive engagement rather than administrative measures, warning that the dissolution of the workers’ union could undermine labour rights and freedoms guaranteed under the law.<\/p>\n

\u201cThe National Civil Society Coalition calls on the leadership of the Bank of South Sudan to address the grievances of the bank’s workers’ trade union amicably through dialogue,\u201d the coalition said in a statement.<\/p>\n

According to the NCSC, dissolving the union is unlikely to resolve the dispute and instead risks escalating tensions between management and employees.<\/p>\n

\u201cDissolution of the union is not a solution. It risks stifling rights and freedoms and could amount to a violation of the country\u2019s legal frameworks protecting freedom of association and workers\u2019 rights,\u201d the statement added.<\/p>\n

The coalition encouraged both the bank’s management and representatives of the workers’ union to return to the negotiating table in good faith to find a lasting solution that protects the interests of employees while ensuring the continued operations of the country\u2019s central bank.<\/p>\n

It also called on relevant government institutions to facilitate dialogue where necessary and ensure that labour disputes are resolved in accordance with the Constitution and applicable labour laws.<\/p>\n

The NCSC\u2019s statement follows the decision by the governor of the Bank of South Sudan, Johnny Ohisa Damian, to dissolve the Bank of South Sudan Workers\u2019 Trade Union (BoSSWTU) through an administrative order issued under Section 26(1) of the Bank of South Sudan Act, as amended in 2023.<\/p>\n

The governor cited several reasons for the decision, including the union\u2019s organisation of what the bank described as an unauthorised general assembly meeting, the issuance of an ultimatum to senior management, and a staff strike linked to demands for unpaid allowances, benefits, and other employment-related grievances.<\/p>\n

Before the dissolution, members of the union had raised concerns over the lack of medical insurance, unpaid allowances and incentives, and arrears that they said had accumulated over an extended period. Union leaders argued that the industrial action was intended to press management to address these concerns after previous engagements failed to produce results.<\/p>\n

The dissolution has drawn criticism from labour advocates and civil society organisations, who argue that dialogue and adherence to established labour laws offer a more sustainable path to resolving the dispute while safeguarding workers’ rights and maintaining institutional stability at the country’s central bank.<\/p>\n","protected":false},"excerpt":{"rendered":"
