{"id":46816,"date":"2026-08-11T16:09:15","date_gmt":"2026-08-11T14:09:15","guid":{"rendered":"https:\/\/www.onecitizendaily.com\/?p=46816"},"modified":"2026-08-11T16:11:08","modified_gmt":"2026-08-11T14:11:08","slug":"boss-reviews-legal-framework-for-south-sudans-national-payment-system","status":"publish","type":"post","link":"https:\/\/www.onecitizendaily.com\/index.php\/2026\/08\/11\/boss-reviews-legal-framework-for-south-sudans-national-payment-system\/","title":{"rendered":"BoSS reviews legal framework for South Sudan\u2019s National Payment System"},"content":{"rendered":"<p><em><strong>By Ngor Deng Matem<\/strong><\/em><\/p>\n<p>The Bank of South Sudan (BoSS) on Monday commenced a five-day stakeholder workshop to review and validate the National Payment System Bill, 2025, as part of efforts to strengthen the legal and regulatory framework governing payment services in South Sudan.<\/p>\n<p>The workshop brings together representatives from government institutions, financial institutions, payment service providers, and development partners to review the proposed legislation and provide technical recommendations.<\/p>\n<p>The proposed bill seeks to establish a comprehensive framework for regulating payment systems and service providers while promoting safe, efficient, and resilient financial transactions.<\/p>\n<p>Weituy Luony Babuoth, Deputy Governor for Administration and Finance at BoSS, officially opened the workshop, emphasising the importance of a strong regulatory framework to the development of the country\u2019s payment sector.<\/p>\n<p>Deputy Governor Luony said the proposed legislation would strengthen oversight of payment systems and service providers while supporting financial stability and expanding access to modern payment services.<\/p>\n<p>Abuk Payiti Ayik, Deputy Speaker for Administration and Finance of the Revitalised Transitional National Legislative Assembly (R-TNLA), expressed the Legislative Assembly\u2019s readiness to support the legislative process and work with relevant stakeholders to advance the proposed Bill.<\/p>\n<p>She said effective collaboration among institutions would be important in ensuring that the legislation provides a sound foundation for regulating the country\u2019s payment systems and supporting the growth of the financial sector.<\/p>\n<p>Akum David Sabahker, Director of the National Payment System at BoSS, said an effective national payment system is fundamental to the development of a modern financial sector.<\/p>\n<p>He said the proposed framework would promote secure and efficient transactions, strengthen consumer confidence, and create an enabling environment for innovation in digital financial services.<\/p>\n<p>The bill covers key areas of the payment ecosystem, including real-time gross settlement systems, mobile money, electronic money, and payment switches.
