{"id":46988,"date":"2026-08-15T12:29:50","date_gmt":"2026-08-15T10:29:50","guid":{"rendered":"https:\/\/www.onecitizendaily.com\/?p=46988"},"modified":"2026-08-17T12:40:42","modified_gmt":"2026-08-17T10:40:42","slug":"go-digital-leave-cash-economy-says-central-bank-governor","status":"publish","type":"post","link":"https:\/\/www.onecitizendaily.com\/index.php\/2026\/08\/15\/go-digital-leave-cash-economy-says-central-bank-governor\/","title":{"rendered":"Go digital, leave cash economy, says Central Bank Governor"},"content":{"rendered":"<p><strong><em>By Ngor Deng Matem<\/em><\/strong><strong><em> &amp; Louis Loku<\/em><\/strong><\/p>\n<p>The Governor of the Bank of South Sudan, Dr. Addis Ababa Othow, has called on the country to transition away from its cash-reliant economy and embrace digital payment systems to accelerate national economic transformation.<\/p>\n<p>Speaking on Friday at the close of a five-day validation workshop for the National Payment System Bill, 2025, Dr Othow emphasised that modernised financial infrastructure is critical for South Sudan to remain competitive with its East African neighbours.<\/p>\n<p>\u201cWe want to move from a cash economy into a more automated system and play a major role in transforming our economy into a digital one,\u201d Dr. Othow stated. \u201cThe region has moved, and we should not be left behind.\u201d<\/p>\n<p>Organised by the central bank, the workshop convened key actors across government and the private sector, including representatives from:<\/p>\n<p>The Transitional National Legislative Assembly (TNLA) and the Ministry of Justice and Constitutional Affairs. Commercial banks, telecommunications operators, and the National Communication Authority (NCA). The East African Community (EAC) Secretariat and technical experts from the Bank of Uganda.<\/p>\n<p>The proposed legislation aims to establish a robust legal and regulatory framework for secure, efficient, and inclusive payment services. Dr. Othow noted that finalising the bill requires clear licensing standards, consumer safeguards, and data protection measures to ensure long-term stability.<\/p>\n<p>\u201cFor so long we have been dependent on cash, but it is time to embrace digital payment that is secure, effective, innovative, and reliable,\u201d he added.<\/p>\n<p>Representatives from the telecom sector, regulatory authorities, and the Ministry of Justice reaffirmed their commitment to fast-tracking the bill through remaining legislative channels, with support from the EAC Secretariat.<\/p>\n<p>Once enacted into law, the National Payment System Bill, 2025, is expected to deepen financial inclusion, encourage private-sector investment, and expand digital financial technology across South Sudan.<\/p>\n<p>\u201cLet us boldly implement this correctly, and let us make South Sudan\u2019s national payment system a model of certainty, efficiency, innovation, and inclusion in the region,\u201d Dr. Othow urged participants.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>By Ngor Deng Matem &amp; Louis Loku The Governor of the Bank of South Sudan, Dr. Addis Ababa Othow, has called on the country to transition away from its cash-reliant economy and embrace digital payment systems to accelerate national economic transformation.
