South Sudan\u2019s Ministry of Energy and Dams has introduced new regulations governing the country\u2019s electricity sector.<\/p>\n

Minister of Energy and Dams Agok Makur Kur signed the Electricity Power Regulations, 2026, establishing a regulatory framework for electricity generation, import, export, and other activities within the sector.<\/p>\n

Speaking after signing the regulations, Minister Agok warned electricity operators and investors against breaching the new rules, saying the government would use the courts to enforce compliance.<\/p>\n

He warned power producers and other operators that violations of the rules could result in legal action.<\/p>\n

\u201cAny violation of these regulations will face the court,\u201d Minister Agok said.<\/p>\n

The regulations were signed pursuant to Section 61(1) of the National Electricity Act, 2016, according to the minister.<\/p>\n

They are divided into four chapters dealing with preliminary provisions, electricity power generation, other requirements, and miscellaneous provisions.<\/p>\n

The new framework comes as South Sudan continues efforts to expand access to electricity, with limited and unreliable power supply remaining a major challenge for households, businesses, and public institutions across the country.<\/p>\n

Under the regulations, electricity generation activities will require mandatory approval from the National Electricity Regulatory Authority (NERA).<\/p>\n

The requirement is intended to ensure that electricity producers and operators meet the standards established by the government before undertaking regulated activities.<\/p>\n

The regulations also introduce requirements for reporting accidents and other incidents within 24 hours. Electricity operators are expected to provide timely information to the relevant authorities when incidents occur, allowing regulators to respond and take appropriate action.<\/p>\n

Another key provision concerns electricity tariffs. The regulations provide for tariffs to be fair and non-discriminatory, a measure that could affect how electricity services are priced and delivered to consumers.<\/p>\n

The government has also outlined penalties for a range of offenses, including unauthorised electricity generation, electricity theft, obstruction of regulated activities, and providing false information to authorities.<\/p>\n

Minister Agok said the government\u2019s objective is to strengthen oversight of the electricity industry while ensuring that electricity becomes more accessible and affordable to the people of South Sudan.<\/p>\n

He said effective regulation would be important as the country seeks to attract more investment and develop its energy infrastructure.<\/p>\n

The minister also called on both local and international investors to consider opportunities in South Sudan\u2019s energy sector. He assured potential investors that their investments would be protected under the laws of the country.<\/p>\n

The call comes as the government seeks greater private-sector participation in the development of electricity infrastructure, including generation and other areas of the energy industry.<\/p>\n

For investors, the regulations are expected to provide clearer requirements for operating within the electricity sector, while authorities will have a framework through which to monitor compliance.<\/p>\n
