It demands a sustained commitment to peaceful disarmament, community engagement, and the protection of civilian lives.

The government must recognise that the widespread presence of small arms among civilians remains a serious challenge to public safety, social stability, and national development.

However, addressing this problem requires a carefully planned approach that prioritises dialogue, trust, and voluntary cooperation.

Forced disarmament operations, particularly when poorly coordinated, risk provoking resistance, deepening community grievances and causing unnecessary loss of life.

Such outcomes can undermine public confidence in state institutions and complicate efforts to establish lasting peace.

The government should therefore prioritise voluntary disarmament through community consultations, traditional leadership structures, religious institutions, and civil society organisations.

Local leaders can help explain the benefits of surrendering illegal weapons while encouraging communities to resolve disputes through peaceful means.

Equally important, disarmament must be conducted impartially. No community should feel targeted, marginalised, or treated differently under the law.

Fairness and transparency are essential to building public confidence and ensuring cooperation across different communities.

The government must also address the underlying reasons civilians feel compelled to possess firearms. These include insecurity, cattle raiding, revenge attacks, and inadequate protection in remote areas.

Strengthening professional security institutions and ensuring timely responses to threats would help communities feel safer without relying on personal weapons.

Furthermore, authorities should establish clear procedures for collecting, registering, and safely disposing of surrendered firearms.

Public awareness campaigns and appropriate community-based incentives could encourage greater participation.

Peaceful disarmament must be accompanied by accountability, justice, and reconciliation. Those responsible for violence should face the law, while communities affected by conflict need opportunities to rebuild trust and restore peaceful coexistence.

Ultimately, sustainable disarmament cannot succeed through force alone. It requires public confidence, equal treatment, and credible security guarantees.

South Sudan’s path toward lasting peace requires more than political agreements and security operations.
