Taxes are the backbone of any nation’s economy. They provide the financial resources needed to build roads, improve healthcare, strengthen education, and deliver other essential public services.
In South Sudan, where development needs remain significant, effective and transparent tax collection is more important than ever.
While the South Sudan Revenue Authority (SSRA) has made progress in improving domestic revenue collection, more efforts are still required to ensure that the tax system is transparent, fair, and accountable.
Transparency in tax collection is essential for building public trust. Citizens and businesses are more willing to pay taxes when they believe that the process is fair and that public funds are managed responsibly.
Unfortunately, concerns about inconsistent tax practices, informal collections, and limited public information continue to undermine confidence in the revenue system. Addressing these concerns should be a priority for the SSRA.
One important step is to strengthen digital tax collection systems. Expanding electronic payment methods and reducing cash transactions can minimise opportunities for fraud and corruption. Digital records also make it easier to track payments, conduct audits, and ensure that every tax collected reaches the national treasury.
Investing in modern technology would improve efficiency while increasing public confidence in the system.
The SSRA should also improve communication with taxpayers. Many businesses, especially small and medium-sized enterprises, need better information about tax laws, payment procedures, and their rights and responsibilities.
Public awareness campaigns, taxpayer education programs, and accessible customer service can reduce confusion and encourage voluntary compliance.
Equally important is the consistent enforcement of tax laws. All taxpayers should be treated equally regardless of their size, influence, or connections.
Fair enforcement discourages tax evasion and creates a level playing field for businesses. Internal oversight mechanisms should also be strengthened to investigate allegations of misconduct and ensure that revenue officials uphold the highest standards of integrity.
Furthermore, regular publication of revenue collection reports would demonstrate accountability and allow citizens to understand how much revenue is being generated. Such openness would reinforce confidence in government institutions and encourage greater civic participation in national development.
South Sudan has an opportunity to strengthen its economy by improving domestic revenue mobilization.
