The Juba City Council has successfully passed the Juba City Council Property Tax Bylaw 2026, marking a major milestone in strengthening the legal framework for property taxation and advancing effective local governance.
In a statement that was released by the council’s press unit yesterday, the bylaw establishes a clearer and more robust legal basis for the administration of property taxes, intending to enhance domestic revenue mobilisation and support sustainable urban development across Juba.
“His Worship Christopher Swaka, Mayor of Juba City Council, commended the Chairperson, Councillors, the Executives, and the technical teams for their professionalism, dedication, and collaborative efforts that led to the successful adoption of the legislation,” the statement read.
The mayor emphasised that revenue generated under the bylaw would be directed towards improving the delivery of essential municipal services, including road construction and maintenance.
They also emphasized waste management and sanitation, urban planning and development, public safety, and community services, including other critical services that enhance the quality of life for the residents of Juba.
“His Worship further reassured the public that the Property Tax Bylaw, 2026, is not the introduction of a new tax, but rather a reform that strengthens and formalises the existing property tax system by providing it with a clear legal framework,” the statement continued.
The implementation of the bylaw would be guided by the principles of transparency, accountability, fairness, and full compliance with the laws of the Republic of South Sudan.
According to the statement, the Juba City Council remains committed to engaging residents, the private sector, civil society, and development partners in building a cleaner, safer, more resilient, and economically vibrant capital city.
“The Council expresses its appreciation to all stakeholders who continue to support the city’s development agenda and reaffirms its commitment to accountable governance and improved public service delivery,” the statement added.
