Yei commissioner appoints new board to strengthen water utilities

‎The Commissioner of Yei River County, Samuel Henry Malimbo, has appointed a new Board of Directors for Yei Town Water and Sanitation Services Limited (YTWSSL), saying the move is intended to strengthen governance, accountability, and the delivery of water and sanitation services across the county.

‎The appointments were made through Local Order No. 3/2026, signed on July 18, 2026, and took effect immediately upon the Commissioner’s signature.

‎According to the order, the appointments were made under the powers conferred by Republican Decree No. 85/2026, read together with Section 92 (1) and (2) of the Local Government Act, 2009.

‎The newly constituted board comprises James Wani Banja as Chairperson, Bidali Martin Dumba as Deputy Chairperson, Mawa Robert as Secretary, Clement Peter Abe as Treasurer, Rose Doru Simbe as Member, Adoru Hellen James as Member, and a representative from the Yei Rural Water Department as a board member.

‎Speaking after the appointment, the newly appointed chairperson, James Wani Banja, expressed gratitude to the county commissioner and the management of Yei Town Water and Sanitation Services Limited for the confidence placed in him.

‎‎He called for unity and close cooperation among board members, management, and the county government to ensure efficient management and maximum utilisation of the water utility.

‎Deputy Chairperson Bidali Martin Dumba also welcomed the appointment, thanking the county leadership for the opportunity to serve. He urged fellow board members to work together with trust, transparency, and commitment in carrying out their responsibilities.

‎Board Secretary Mawa Robert commended the county administration for establishing a new board, describing it as an important step toward improving oversight of the water utility.

‎He noted that reliable water services are essential for public health and said the board would work collectively through regular meetings to advance the institution’s development.

‎Addressing the newly appointed board, Commissioner Samuel Henry Malimbo said Yei Town Water and Sanitation Services Limited is a public utility owned by the county administration, making it necessary for the county government to establish a competent board to provide strategic leadership and oversight.

‎The commissioner said the selected members possess the experience and integrity required to support effective management of the utility and help prevent mismanagement.

‎He further directed the managing director of the water utility to prepare a comprehensive report for presentation during a planned one-day meeting with the new board to assess the institution’s status and priorities.

‎The establishment of the new board is expected to strengthen institutional governance and support efforts to improve access to safe and reliable water and sanitation services for the people of Yei River County.
