 REJECTION:Ezra seeks clarity in Kiir’s order

The Ezra Construction Group, the JEDCO) is alleged to have issued statement seeking clarity on President’s orders reducing the tariffs.

Last week President Salva Kiir issued an order reducing electricity tariffs.

This came after a committee properly reviewed the agreement between the government and stakeholders involved in electricity supply.

However, yesterday a leaked document alleged to have been issued by EZRA majority shareholder in Juba Electricity Distribution Company (and addressed to Wondimu Tenkir, Managing Director of the Juba Electricity Distribution Company Limited (JEDCO) surface on social media.

The letter seek clarity before the implementation of the President’s orders with the group calling for more consultations among the stakeholders.

Ezra construction Group instructed JEDCO to continue operating under the existing contractual framework until mutual discussion with the Ministry of Energy and Dams.

“We have written to our partners, the Ministry of Energy and Dams and the South Sudan Electrcity corporation, requesting mutual discussions to provide clarity because there is lack of clarity on the Republican Order to understand the basis and modalities of the Republican order and to safeguard our investment in the energy sector while also ensuring that the government’s fiscal concern are addressed in a technical sound manner” the statement partly read.

The group directed JEDCO to hold the implementation of the directive from Ministry of Energy and Dams implying Presidential orders.

EZRA notified JEDCO to continue with existing charges until they reach understanding.

“Until these matters are discussed and agreed upon with our partners, you are directed to continue Operations strictly inline with the existing contractual framework” the statement partly read.

On September 20, 2025, President Salva Kiir has instructed the Power Purchase Committee to implement reforms at Juba Electricity Distribution Company (JEDCO), with the goal of lowering charges for consumers and improving electricity services in the capital.

The directive followed a report by the committee on its review of the power purchase agreement signed between the government and Ezra Construction and Development Group, which runs the 100-megawatt power project in Juba.

The committee was formed in May to examine the agreement signed with Ezra Construction and Development Group and to assess why electricity tariffs in Juba remain high.

Its task also included a review of the terms and conditions agreed between the Ministry of Energy and Dams and the company.

On September 26, this year, president Salva Kiir Mayardit had ordered major changes in electricity tariff in Juba, cutting electricity sales across all institutions, homes and businesses which completely worn the monthly service charges.

Currently, Juba’s sole electricity provider is the Juba Electricity Distribution Company (JEDCO), a public-private partnership between Ezra Construction & Development Group (ECDG), which holds major stake in share.

Efforts by this outlet to reach to Ministry of Energy and Dams and office of the president to comment on the matter were not successful.
