Cabinet to resume after months of inactivity

South Sudan’s Cabinet is set to resume sessions later this week, ending months of inactivity that have stalled key government decisions and policy implementation.

According to a circular from the Ministry of Cabinet Affairs, the resumption follows directives issued by Cabinet Affairs Minister Dr. Martin Elia Lomuro on Tuesday, November 11, 2025.

In the circular, Dr. Lomuro instructed ministers to attend a mandatory induction training session on Wednesday, November 12, at the Ministry of Foreign Affairs main hall. “The purpose of this induction is to reactivate and refresh understanding of governance procedures,” the ministry’s statement said.

The ministry explained that the session is intended not only to refresh ministers on governance procedures but also to enhance coordination within the executive. “It will also strengthen Cabinet decision‑making processes ahead of the upcoming government activities,” the statement added.

The Cabinet last convened in March 2025, marking an unusually long hiatus in formal government business. The pause delayed approval of national policies and budgets, disrupted coordination among ministries, and created uncertainty around decision‑making.

“This resumption marks a critical step to restore effective governance and ensure timely decisions for the benefit of our people,” Dr. Lomuro said.

During a parliamentary sitting last week, lawmaker Atem Garang of Jonglei State questioned how the country was being managed in the absence of Cabinet meetings, warning that prolonged inactivity undermined accountability and effective governance.

The Ministry of Cabinet Affairs described the move as part of ongoing efforts to ensure “effective governance and improved decision‑making” as South Sudan prepares for key political and administrative milestones in the coming year.

Under the Transitional Constitution of South Sudan, 2011 (as amended), the Cabinet commonly known as the Council of Ministers is the executive authority responsible for implementing national policies, laws, and decisions.
