The Mogiri community of Mangalla Payam has raised key concerns over insecurity, development, and political inclusion to CES Governor Rabi Mujung Emmanuel.

The community raised the concerns on Saturday August 16th, 2025, during courtesy visit to the Governor Rabi Mujung Emmanuel, in meeting held at his residence.

The team led by Executive Chief, Sanatore Ladu Kose, and included local intellectuals, youth, women, and members of the Mogiri Tomoret Cultural Group presented a position paper to the Governor, highlighting pressing issues such as insecurity caused by armed cattle herders, inadequate access to clean water, poor health services, land grabbing, and limited political representation.

According to the governor’s office, Governor Mujung reaffirmed the government’s commitment to working closely with the community to foster peace and development and pledged to involve leaders from Greater Pibor and Jonglei State in addressing cattle raiding and other related insecurities in Mogiri Cattle Market.

He also emphasized that unity is central to addressing broader challenges, aligning with national leadership priorities and acknowledged the concerns raise by the community stating, “All your concerns are noted and will be incorporated into the policy direction of the State. Because service delivery is your fundamental right as citizens.”

The Executive Chief thanked the Governor for his hospitality and urged State leadership to engage Jonglei and Greater Pibor leaders to end retaliatory attacks. He also requested the state’s assistance in securing the communities’ health center and also improving agriculture in Mangalla payam.

“Our health centre was built by the community, but we only request you to build a fence around the facility. And we call for your support by modernizing agriculture since our place is fertile,” he appealed to the governor.

‎Richard Jada, a community Youth leader stressed the importance of the rule of law in restoring order, especially around the volatile Mogiri Cattle Market.
