In a notable development in regional health cooperation, the capital, Juba, witnessed the signing of two separate memorandums of understanding (MoUs) in August 2025 between the Egyptian Alameda Healthcare Group and the Ministries of Interior and Health of the Republic of South Sudan.

The agreements aim to enhance medical services, develop local healthcare personnel, and open new avenues in health insurance and knowledge exchange.

Strategic Cooperation with the Ministry of Interior

The first agreement, signed between Alameda and the Ministry of Interior, focuses on building the capacities of police hospitals and improving the care provided to police officers and their families.

It also includes launching a patient referral program for insured individuals to receive treatment at Alameda facilities in Egypt, particularly in surgical specialties and complex treatments not currently available in the country.

The agreement covers training police medical personnel, establishing advanced outpatient clinics in Juba, and facilitating the exchange of doctors and technicians between the two countries to enrich field experience.

Comprehensive Partnership with the Ministry of Health

The MoU also provides for the creation of a telemedicine network linking Cairo and Juba, enabling South Sudanese doctors to benefit from real-time consultations and the expertise of Egyptian physicians in complex cases.

Health Insurance… A Future Focus

Both MoUs pave the way for expanding health insurance services, not only for Ministry of Interior personnel but also for broader segments of the population, with potential collaboration with local and international insurance companies to offer comprehensive coverage programs.

Integrated Care at Alameda Hospitals

Under the agreements, patients will have access to medical care at Alameda’s four JCI accredited healthcare facilities in Egypt:

As-Salam International Hospital – Maadi

As-Salam International Hospital – New Cairo

Dar Al Fouad Hospital – 6th of October City

Dar Al Fouad Hospital – Nasr City

Statements and Aspirations

A representative of Alameda Group stated that “these partnerships represent a practical step toward regional health integration, ensuring that high-quality medical services reach the largest number of citizens in South Sudan.”

The Minister of Health affirmed that the agreement “enhances the health system’s capacity to face challenges and provides local staff with unprecedented training opportunities,” while the Inspector General of Police noted that “developing medical services for the police directly reflects on operational readiness and community stability.”

Toward Health Integration between Cairo and Juba

These MoUs are expected to serve as a bridge for medical cooperation between the two countries, not only through the exchange of expertise but also by building a sustainable health system capable of meeting citizens’ needs and reducing reliance on overseas treatment.
