One Citizen Network for Democracy (OCND) has strongly condemned a brutal attack that reportedly claimed the lives of over seventy civilians in Adong town, on Friday 14 November 2025.
The condemnation followed reports of an alleged early attack on civilians in Adong payam, Balliet County in Upper Nile State. The victims included mostly children, women, the elderly, and disabled persons, many of whom were recent returnees.
“The barbaric attack has led to loss of lives and properties,” OCND said in a statement on Monday.
The organization called on the South Sudanese government and security agencies to provide immediate and sustainable protection to civilians in Adong Payam and surrounding areas.
“We call on the Government of the Republic of South Sudan, security organs and all the concerned authorities to provide immediate and sustainable protection to the civilians in Adong Payam and in all Payam and all Padang areas,” the organization said.
OCND also demanded a transparent and independent investigation into the killings, insisting that those responsible must face justice.
“Accountability for crimes committed against civilians is essential to prevent further atrocities,” the statement added.
Attacks on civilians in Upper Nile and other conflict-affected areas of South Sudan have been a recurring problem, particularly in regions hosting returnees and displaced populations.
Despite repeated condemnation from civil society groups, including OCND, the government and security forces have not yet issued any official response to this latest attack.
