In a sweeping effort to bolster grassroots governance and restore civic order, the Kajo-Keji County Executive Council has formally ratified a comprehensive set of amended by-laws, signaling a new era of administrative oversight for the region.
The measures, approved during a high-level sitting of the Executive Council, are designed to streamline local authority and provide a rigorous legal framework for social conduct and public accountability. According to a statement issued by the Commissioner’s Press Unit, the decision marks a strategic pivot toward strengthening the pillars of local stability and enhancing the rule of law.
“These by-laws are not merely rules; they are the foundation upon which we will build a more disciplined and service-oriented county,” said Wani Jackson Mule, Commissioner of Kajo-Keji County and Chairperson of the Executive Council. “Our focus is to ensure that every resident understands their responsibilities while benefiting from a government that is more transparent and effective.”
The newly minted regulations address a broad spectrum of local governance, ranging from administrative procedures to community responsibilities. Officials present at the council meeting emphasized that the amendments were necessary to align local traditions with modern legal standards, ensuring that service delivery reaches the local level without hindrance.
“We are closing the gaps in our local governance,” a spokesperson for the Press Unit noted, adding that by clarifying the rules of social conduct and administrative expectations, the council is providing the community with a vital roadmap for peaceful coexistence.
Council members lauded the move as a significant milestone for the county’s development. To ensure a smooth transition, the council resolved that relevant departments will immediately launch community sensitization campaigns to educate the public on the importance of these laws. Furthermore, implementation is set to commence immediately, with all enforcement actions being carried out strictly in accordance with existing legal frameworks to protect the rights of residents.
In South Sudanese regions like Kajo-Keji, local by-laws serve as the essential connective tissue between the state and the citizenry. Historically, these regulations are vital for managing communal resources, administrative order, and local security—issues that are often too nuanced for centralized national legislation to address effectively.
By formalizing these measures, the Kajo-Keji administration aims to reduce friction between residents and authorities, creating a more predictable environment for development and humanitarian efforts.
