‎Unchecked appointments and removals of public officials create fertile ground for corruption. When leaders assume or leave office without a full accounting of institutional assets and budgets, opportunities for theft and cover‑ups multiply. Requiring documented audits and transparent legal processes before any appointment or dismissal is finalized will reduce opportunistic abuses and restore public trust.

When an official is sworn in or exits without a verified handover, two things happen. First, institutional records and budgets are left vulnerable to manipulation. Second, the rapid turnover of leadership without scrutiny signals impunity, encouraging quick enrichment and concealment of wrongdoing. The absence of mandatory audits and public disclosure turns transitions into moments of greatest risk.
