Tax collection is an important responsibility of every government because it provides revenue needed to deliver public services, build infrastructure, pay workers and support national development.
However, for citizens to fulfil their tax obligations confidently, they must be able to identify the people authorised to collect taxes on behalf of the government.
The government of South Sudan should introduce official uniforms or clearly visible identification badges for all authorised tax collectors, including their names, identification numbers, departments and areas of operation.
This measure would improve accountability, strengthen public confidence and help prevent people from posing as government officials to collect money illegally.
In many communities, traders and business owners may find it difficult to distinguish between legitimate tax collectors and individuals who demand money without proper authorisation. Such situations create confusion, encourage mistrust and expose citizens to possible fraud and harassment.
When tax collectors operate without visible identification, it becomes difficult for members of the public to verify their authority or report misconduct to the relevant institutions. Some people may pay money simply because they fear confrontation with individuals claiming to represent the government.
This practice should be addressed through clear regulations and effective supervision.
Every authorised tax collector should be issued with an official badge containing a unique identification number.
The badge should be displayed visibly during working hours, while uniforms should be standardised where appropriate. The government should also establish a reliable system through which citizens can verify the identity of tax collectors before making payments.
Furthermore, all tax payments should be accompanied by official receipts showing the amount paid, the type of tax and the responsible revenue authority. Where electronic payment systems are available, the government should encourage their use to reduce unnecessary cash handling and improve financial records.
Accountability must apply to everyone involved in revenue collection. Authorities should regularly monitor tax collectors, investigate complaints and take appropriate action against those found engaging in unlawful practices. Equally, citizens must fulfil their legal tax obligations and avoid bribing officials or evading taxes.
The government should also educate traders and the wider public about approved taxes, official payment procedures and the institutions responsible for collecting them. This would help citizens understand their rights and responsibilities while reducing opportunities for exploitation.
Importantly, identification badges alone will not solve every problem. They must be supported by proper recruitment procedures, transparent revenue management, regular audits and a clear complaints mechanism.
Tax collectors are public servants entrusted with an important national responsibility. They should therefore perform their duties professionally, transparently and in accordance with the law.
South Sudan needs a tax collection system that citizens can trust. Introducing official uniforms, identification badges, and unique numbers would be a practical step towards improving accountability, protecting taxpayers and ensuring that public revenue reaches the government through lawful channels.
God protect South Sudan.
