The Caretaker Council of Ministers has reaffirmed the Government of South Sudan’s commitment to strengthening strategic cooperation with the Russian Federation, with the Cabinet endorsing plans to advance bilateral engagement across key sectors, including petroleum, mining, health, agriculture, education, infrastructure and information technology.
This came during the Extraordinary Meeting of the Caretaker Council of Ministers No. 02/2026, chaired by President Salva Kiir Mayardit, following his participation in the Third Russia–Africa Summit in Moscow, where he also held bilateral discussions with Russian President Vladimir Putin.
According to the presidential press unit, President Kiir, while addressing the cabinet, briefed ministers on the outcomes of his visit, highlighting discussions aimed at broadening cooperation between Juba and Moscow and exploring new areas of partnership for the mutual benefit of both countries.
Following deliberations, the Council unanimously endorsed the proposed strategic partnership, signalling the government’s intention to translate diplomatic engagements with Russia into practical cooperation across sectors considered important to South Sudan’s development agenda.
The Caretaker Minister of Cabinet Affairs, Hon. Bol Wek Agoth, indicated that a committee would be established to develop the framework and modalities for operationalising the proposed cooperation with the Russian Federation and coordinating the implementation of the agreed areas of partnership.
The meeting also emphasised the importance of developing a 2027–2029 Strategic Cooperation Action Plan, supported by a 100-day implementation programme, with clear responsibilities assigned to relevant ministries and institutions.
The proposed follow-up includes identifying priority projects, designating ministerial focal points, initiating technical consultations and advancing the establishment of the South Sudan–Russia Joint Cooperation Commission.
The latest development underscores South Sudan’s continued efforts to strengthen international partnerships and diversify its bilateral relations as the country seeks cooperation in key sectors of its economy.
