Foreign Affairs Minister backs NSIF push to extend social protection to workers

By Yiep Joseph

South Sudan’s Foreign Affairs Minister has pledged support for efforts to extend social insurance coverage to citizens employed by international organisations and diplomatic missions operating in the country.

The commitment followed a meeting between Foreign Affairs Minister Cecilia Adut Manyok and National Social Insurance Fund (NSIF) Managing Director Reech Ring Bol.

The meeting focused on strengthening institutional cooperation and improving coordination between the two institutions. Particular attention was given to the role of diplomatic engagement in promoting compliance with South Sudan’s national social insurance laws.

During the discussions, Adut reaffirmed the ministry’s support for NSIF and its mandate. She emphasised the importance of cooperation among government institutions in advancing social protection.

The minister also highlighted the need for stronger communication channels between the ministry and the fund. Such coordination would help facilitate NSIF’s engagement with international and regional organisations.

These include diplomatic missions operating in South Sudan, which are among the institutions the fund seeks to engage regarding their obligations under national social insurance legislation.

For his part, Reech Ring Bol emphasised the importance of diplomatic coordination in ensuring that South Sudanese nationals employed by international and regional organisations are registered with NSIF.

He noted that cooperation with the Foreign Affairs Ministry would provide an important channel for engaging institutions whose operations involve diplomatic and international relations.

The managing director stressed that employers operating in South Sudan should fulfil their obligations under the country’s social insurance laws and applicable regulations.

He said compliance was important in safeguarding the rights of eligible employees and ensuring that they receive the social protection provided under national legislation.

Bol further explained that stronger institutional coordination would help improve communication between NSIF and international organisations.

It would also facilitate awareness of employers’ responsibilities under the country’s social insurance framework.

The discussions also highlighted the importance of establishing effective communication mechanisms between the two institutions.

Such arrangements would enable the fund to engage relevant international stakeholders more effectively.

For NSIF, the engagement represents an effort to strengthen cooperation beyond traditional government institutions. It also seeks to improve interaction with organisations employing South Sudanese nationals.

The involvement of the Foreign Affairs Ministry is particularly relevant because of its role in managing the country’s diplomatic relations. Its engagement could help facilitate communication between NSIF and diplomatic missions.

International and regional organisations operating in South Sudan employ local nationals in various professional and administrative capacities.

Ensuring that eligible employees receive social protection remains an important consideration in the country’s labour and social security framework.

Social insurance is designed to provide workers with protection against certain risks associated with employment and life circumstances, subject to applicable national laws.

For employees, registration under an established social insurance system can help provide access to benefits and protections by law. For employers, compliance forms part of their legal responsibilities.

The meeting comes as NSIF continues efforts to expand awareness of its mandate and strengthen implementation of the country’s social insurance framework.

Through engagement with government institutions, the fund seeks to improve compliance and encourage wider participation among eligible employers and employees.

The cooperation also reflects the importance of involving different government institutions in implementing national policies.

While NSIF oversees the social insurance framework, diplomatic coordination can help facilitate engagement with international stakeholders.

Bol said sustained cooperation would contribute to expanding social insurance coverage, strengthening institutional accountability and improving the protection of eligible South Sudanese workers.

He also emphasised that effective enforcement of national legislation was necessary to ensure that employees receive the benefits and protections to which they are entitled.

The meeting concluded with a shared emphasis on strengthening cooperation and communication between the Foreign Affairs Ministry and NSIF.

The engagement forms part of the fund’s broader efforts to build institutional partnerships, promote compliance with national laws and extend social protection to eligible workers across South Sudan.

As the country continues developing its social protection system, cooperation between government institutions and international stakeholders remains an important part of ensuring that national laws are understood and respected.
